The difference between OWI/DUI, which is operating while intoxicated, and OWVI which is operating while visibly impaired, is the degree of penalty. Typically in an OWI/DUI, it usually means that there is reason to believe there was a substance involved that affected the driver. OWVI it’s not necessarily that it was a substance it’s any sort of general meaning that the driver somehow was impaired, and it was obvious through observation by the officer.
